New Cell Phone Policy Update

MCAS Families,

As the Michigan City Area Schools administration prepares for the 2026-27 school year, we want to share an important new law that will impact all students across Indiana.

In March, the Indiana General Assembly passed, and the Governor signed, Senate Enrolled Act 78 (SEA 78), which requires all public schools to prohibit students from using personal wireless communication devices during the school day. This law took effect July 1, 2026, and all Indiana school corporations must comply.

While this change is required by Indiana law, it aligns with research showing that limiting access to personal devices during the school day improves student focus, engagement, academic performance, and social interaction. Our goal is to create learning environments where students can fully engage with staff, classmates, and educational opportunities without the distractions that personal devices can often create.
 

What devices are included?

The law applies to personal wireless communication devices, including:

• Cell phones
• Smartwatches
• Headphones
• Tablets and personal laptops
• Handheld gaming devices
• Other personal electronic devices capable of communication or internet access

What will students be expected to do?

Per Indiana law, wireless communication devices may be brought to school, but they must be powered off, stored in the student's locker, and remain inaccessible throughout the school day.

Students will not be permitted to use personal devices during:

• Classroom instruction
• Passing periods
• Lunch
• Study halls
• Field trips
• Any other portion of the school day unless specifically authorized by school personnel

What about classroom technology?

Students will continue to use school-issued devices (Chromebooks) as directed by their teachers. The new law restricts personal communication devices but does not eliminate technology-enhanced learning opportunities.

Are there exceptions?

Yes. Indiana law allows exceptions for students who require device access as part of a documented (school-approved) medical condition, a part of a student's IEP, or for approved language translation services that are not available on a school-issued device. Additionally, exceptions may be made for school-declared emergencies. 

How can parents contact students during the school day?

If you need to communicate with your student during the school day, we encourage families to contact the school office. School staff will ensure important messages are delivered promptly.

Likewise, if a student needs to contact a parent or guardian during the school day, they will have access to personnel who can assist them.

What happens if a student violates the policy?

Students who use personal communication devices during the school day will be subject to disciplinary consequences consistent with the Code of Conduct outlined in their student handbook. Depending on the situation, consequences may include device confiscation, parent notification, and other disciplinary measures.
